At the same time, Sultan Abu Bakar began to put into place a modern administrative system to manage the affairs of the state, including the promulgation of its first constitution, which became the basis for other Malay states. Sultan Abu Bakar was the quintessential diplomat. He was an avid traveller, making full use of the advent of the modern transportation of the times, visiting Britain and Europe as well as the Far East, including Japan and China. Throughout his travels he was feted by Emperors, Sultans and Kings a tribute to the high regard in which Sultan Abu Bakar was held by luminaries such as Queen Victoria of Britain, Emperor Meiji of Japan, Emperor Napoleon III of France and Sultan Abdul Hamid II of the Ottoman Empire. His travels reinforced the sovereignty of Johor and, at the same time, helped open the state to the world.
