The law of the sea provides for the regulation, management, and governance of the ocean spaces that cover over two-thirds of the Earth's surface. It would not be an exaggeration to say that a healthy marine environment is a basis for our lives. Therefore, the international community places the utmost importance on the principles of international law that govern the water. The core doctrine of the law of the sea is that "the land dominates the sea," meaning that a coastal state's maritime rights are determined first because of its land territorial status.
