The fishery industry plays a vital role in the socio-economic development of all ASEAN countries. One of the limiting factors that hinder countries in the ASEAN region from expanding their food fish production is the need to strengthen and upgrade fishery product quality and fish inspection; to develop and implement improved method for processing. preservation and packaging in collaboration with primary industries. Aware of this, the Canadian government conferred with the Association of Southeast Asian Nations (ASEAN) in 1986. This led to the setting up of the ASEAN-Canada Fisheries Post-Harvest Technology Project (FPHTP) which entered a second phase (Phase II) in 1992.

Under the Project, the Philippines is a recipient of Pilot Project (PP-Philippines) Activity 2- the Development of Quality Standards for Handling and Grading of Cephalopods. This activity was conducted by the Post Harvest Technology Division. Bureau of Fisheries and Aquatic Resources (BFAR) of the Department of Agriculture. The Canadian Supply and Service Agency (CSSA) of Newfoundland, Canada provided the services of a cephalopod specialist who worked closely with the pilot project. This regional project was able to provide assistance and guidance to the industry through the development of quality standards for handling holding and grading of cephalopods.

This manual was prepared in collaboration with the Regional Centre for Information Preparation and Dissemination (RC-IPD), Department of Fisheries Malaysia, Kuala Lumpur, Malaysia.

I trust that this manual will serve as a useful tool in providing information to the cephalopod industry. I would like to thank and congratulate all those who worked together to implement the project successfully and make the publication of this manual a reality.
